U. S. should be responsibility of stolen resources for Iraq resconstruction, including financial institution, military officials, etc.; not just blame for corruption on the part of Iraq government. It does not make sense to send resources, millions in cash from U. S. to anywhere; especially considering overseas might have to change to foreign currencies for them to use. It should be thoroughly investigated, prosecuted and ensure it won't happen again. Not just like the problems in Internal Revenue Services, FBI, Veteran Medical Clinic, etc., just continue to give them resources to support their unlawful and criminal acts, rather than to correct the problems.
