| Civil Rights, a General Statement |
|
Providing every American an equal opportunity to live the American Dream is made possible through the protection of our civil rights and civil liberties. I have always sought to find the balance between individual rights and national security. I am the lead author of a bill to ban racial profiling by law enforcement and a bill to outlaw deceptive practices that intentionally target voters with false information. As a former member of the Senate Judiciary Committee, I chaired the first oversight hearing for the Obama Civil Rights Division, played an active role in passage of the law to prevent hate crimes, and cosponsored both the Lily Ledbetter Fair Pay Act and the repeal of Don't Ask, Don't Tell. I am a cosponsor of the Respect for Marriage Act and the Employment Non-Discrimination Act. Source: bencardin.com/#Issues (04/02/2012) |

The Helsinki Commission was established to encourage security and cooperation among its member states in North American and Europe. I have been a parliamentary member of the Helsinki Commission since 1993, and during my tenure I have worked for progress in the areas of human rights and in the transition to democracy in Eastern Europe and in the former Soviet Union.
